Unlock the Power is an achievement in Deus Ex: The Fall. It is awarded for purchasing a total of 10 Praxis kits via the in-game purchase window.

Only purchased Praxis kits count towards this achievement; Praxis kits found in the game do not.
However all 10 Praxis kits need not be purchased in the same game session.
Purchases are tracked globally and are not reset by reloading an earlier save. This means that it is possible to purchase a certain number of Praxis kits then immediately reload the game, repeating the process until the achievement is awarded.
