Thomas P. Stenger[1] is the Head of Security of the Penley T. Housefather Correctional Facility ("Pent House") in the year 2029.


Stenger is under the payroll of black market group Junkyard. Junkyard utilizes Stenger's position at the Pent House to keep back doors open for illegal contraband in the prison system,[2] as well as to carry out execution of inmates for the harvesting of their augmentations. Under Pent House's Terminal Violation Policy, any inmate deemed to have committed a "Terminal Violation" is swiftly executed without benefit of due process. Such executions require the authorization of Stenger, together with the authorization of Pent House's warden, Patsy Perkins.

In an email found in Stenger's computer, Perkins has expressed concern over Stenger's hardline approach in utilizing the Terminal Violation Policy. The email states that Perkins has been "signing proxy" on the executions, suggesting that the Warden has been rubber stamping Stenger's execution orders.[3]

Stenger follows the orders of Hector Guerrero, Stenger's Junkyard superior, as to who is or is not to be executed.[4] In carrying out augmentations harvesting for Junkyard, Stenger utilizes Peter Wörthmüller as a surgeon. Stenger convinces Perkins to permit Wörthmüller to work in the infirmary, despite being diagnosed with severe mental problems. [5] Additionally, Stenger has resisted attempts to transfer Wörthmüller back to a secure mental health facility.[6]

Stenger's harsh use of executions have caused severe resentment among the inmates, especially after an incident in which an inmate named Wilburg was killed by a sentry drone under mysterious circumstances. The inmates suspect that the prison guards were behind the killing. Stenger, however, discovers that Guerrero had hacked the drone to kill Wilburg due to a rivalry between Guerrero and Wilburg, who was also a Junkyard member. Stenger arrests Guerrero and sentences him to execution. However, by this time, the inmates at the prison had begun to riot. During the riot, Stenger is killed, presumably by Guerrero, after Guerrero is released from confinement by Adam Jensen.
