While riding in the elevator down after speaking with David Sarif about the events that took place at the Milwaukee facility, Adam is paged to report to his office.
In his office, he will find Tim Carella sitting on his couch. Approaching him, will end this small sub-quest and award an easy 500 XP.
Speaking with Tim, and accepting, will start the Lesser Evils side quest.
